If you are looking for a good free dictation app to use on your browser, VoiceNoteII should definitely make it into your list. This is a pretty basic speech to text application and one of the best speech recognition tools out there. You can use it to easily type with your voice. This is especially useful for converting  written or printed documents onto a digital format. Its voice recognition software does a good job recognizing multiple accents and it integrates several languages.


As a free tool, Voice NoteII works way better than several other free speech to text tools, and most importantly it also works on Chromebooks. Yes there are still some minor glitches in the app such as lack of punctuation recognition and the addition of random spaces but overall, it performs very good.  Some of the features VoiceNoteII provides include: the ability to create different dictionaries and share them, make insertion text in edit mode, replace highlighted text in edit mode, change design and many more.
